Stuart W. Nolan, Jr., Communications Attorney
Telecommunications and
media businesses are often far removed from the
political machinations of Washington, DC. In nearly a
decade of practice, Stuart Nolan has principally
represented the interests of regulated media operations,
and especially the interests of religious broadcasters,
before federal administrative agencies and appellate
courts. His understanding of political influences on law
and policy has informed his strategic advice to the
firm's broadcast and media clients. His public policy
experience includes work for the Senate Subcommittee on
Communications, the Federal Communications Commission,
and several respected think tanks. As a visiting scholar
at the Progress and Freedom Foundation, he examined
spectrum management policy. As a visiting fellow and
research associate for the Capital Research Center, Mr.
Nolan focused on the impact of policy advocacy. His
published work has analyzed the political expression
rights and responsibilities of individuals and
businesses.
Mr. Nolan has extensive experience as regulatory counsel
in state and federal civil litigation involving
commercial broadcast licensees both at the trial level
and before appellate courts. He has handled FCC work
related to novel issues in the jurisdictional conflicts
between regulatory agencies and the courts, as well as
appellate work related to the financial obligations of
participants in spectrum auctions. He has a particular
expertise in the complex arena of jurisdictional
boundaries between state and federal authorities, as
well as between conflicting federal authorities.
Mr. Nolan advises both commercial and noncommercial
telecommunications and media operations on a range of
compliance and enforcement issues. These include matters
relating to ownership concentration, broadcast license
renewals, spectrum allocations and auctions,
noncommercial educational and low power FM comparative
criteria, equal employment opportunity requirements,
children's television programming mandates, digital
television transition, class A television licensing,
program exclusivity rights, direct broadcast satellite
and cable carriage, and rulemaking proceedings. He also
provides regulatory counsel and strategic advice for
media clients involved in transactions, including the
negotiation and drafting of contracts.
In recent years, Mr. Nolan has developed a particular
emphasis in his practice supporting members of the
Catholic Radio Association who seek to establish a
greater presence for Catholic radio programming in
communities throughout America. A past Grand Knight of
his Knights of Columbus council and a member of the
board of Human Life International, he has been pleased
to assist both existing media enterprises and new
broadcasting start-ups make available to local audiences
programming content that re-introduces faith to the
public square.
Mr. Nolan is a member of the Federal Communications Bar
Association, the National Lawyers Association, the
Federalist Society, and the Board of Visitors of Ave
Maria School of Law. He has served on the board of Life
Decisions International and is a founding member of the
Communications Law Institute Alumni Association, where
he was co-chairman for curriculum reform. |
